PAIS is a nonprofit association of libraries. It was founded in 1914 and chartered by the regents of the State of New York as a not-for-profit educational corporation index materials in the field of public affairs and public policy. According to the editors, PAIS aims to identify the public affairs information likely to be most useful and interesting to legislators, administrators, the business and financial community, policy researchers and students. The PAIS indexes list publications on all subjects that bear on contemporary public issues and the making and evaluation of public policy, irrespective of source or traditional disciplinary boundaries.

PAIS indexes publications issued anywhere in the world, in any of six languages (French, German, Italian, Portuguese, and Spanish). Another principal resource is the current holdings of the Economic and Public Affairs Division of the New York Public Library, one of the most comprehensive collections of public affairs materials in existence anywhere. PAIS addresses itself to issues of public policy, with emphasis on factual and statistical information. Thus, academic journals in the social sciences are indexed with particular attention to articles that bear on public policy, administration, and legislation. Nevertheless, business topics are extensively covered, with emphasis on economic, management policy making, business-societal interactions, and other broad factors.
